Hartlepool’s Cultural Strategy: Commission Now Open
The Hartlepool Creative and Cultural Partnership (HCCP) is inviting experienced arts and cultural strategy professionals to help shape an ambitious new Cultural Strategy for the town.
Hartlepool has a rich creative and cultural story to tell, from its heritage as a naval dock and port town, to its long-established art school, thriving grassroots festivals, creative practitioners and organisations, and growing reputation as destination for film and screen production.
The town is entering an exciting period of culture led regeneration and investment. Now, the Hartlepool Creative and Cultural Partnership (HCCP) is looking to bring this energy together through a shared cultural strategy, one that celebrates what already exists and sets out a clear vision for the future.
The successful individual or organisation will work with the HCCP and its members to develop a place based cultural strategy that reflects the needs and ambitions of Hartlepool’s communities and cultural sector. The completed commission will include 3 elements:
- A cultural ecosystem snapshot-mapping and collating existing information about Hartlepool’s cultural organisations, venues, places and resources.
- A cultural strategy-a clear, creative, ambitious and accessible strategy, including identified outcomes.
- A key milestones map-a 12–18-month activation and implementation plan, including outcomes and named areas of responsibility from within HCCP membership.
An initial £10,000 investment will support the development of the strategy with a fee of up to £6000 for the appointed individual/organisation.

The commission is now open for expressions of interests from individuals and organisations with successful experience in arts and cultural strategy design. Interested individuals should register their interest by email, submitting a proposal and portfolio/ evidence of experience by 12pm Friday 9th October. Hartlepool’s Creative & Cultural Partnership
The HCCP is a sector led partnership that brings together people and organisations from across Hartlepool’s creative, cultural and heritage sectors to form a collective, strategic voice for the town. The Partnership also includes representation from community and charitable organisations, education, local and combined government, with freelance cultural practitioners engaged wherever possible. Together, members work to champion, celebrate, protect and develop Hartlepool’s cultural offer through collaboration and shared ambition. The Partnership is committed to creating a shared Cultural Strategy that responds to the needs of Hartlepool’s communities and sector, strengthens opportunities and supports a thriving year-round cultural ecology.
